"For the past seven years I have been responsi- ble for all duties, administrative and technical,
in connection with the maintenance and inspec-
tion of Aircraft ranging in size from...etc.
I have at various times laid down for general
use systems and methods of inspection of both machines and engines and quite recently drew
up Standing Orders for night flying which are
now standard in the R.A.F."

He added that this could be verified by
Squadron Leader Macpherson, formerly senior R.A.F. Officer in Hong Kong (who recommended him strongly for this appointment).
If this statement was correct I should not
be surprised if further enquiry by the Air Ministry into Mr.Moss's experience lead to a decision that he was after all qualified to
issue certificates of Airworthiness.
When the question was raised with the Air Ministry they were sent a copy of his P/1 but that gives only the dates of his appoint- ment and promotions etc, and we do not know how far they went into their own records. His experience may have been greater than that of the average officer of his rank and service.
In any event I think we have a good case for taking the matter up with the Air Ministry, and I suggest that an official letter should be sent, giving the substance of No.1 on this file, and referring to the correspondence with Colonel Rees ( 4 & 5 on C.R. 72803/30).
